This paper maps regulatory themes in Saudi Arabia, the UAE and Qatar against an ALU health-management curriculum. Students who analysed a real clinic’s consent, prescribing and cross-emirate/cross-region care pathway performed better on ethics and operations tasks than students who wrote generic ‘digital health strategy’. Privacy, licensing and insurance coding were the binding constraints. Arab Leadership University should keep health programmes current with GCC circulars and teach managers to read a regulator’s FAQ.
